Our Story
Created on September 9, 2024, by Executive Governor Pastor Umo Eno, Ph.D., the Ministry of Humanitarian Affairs serves as Akwa Ibom State’s frontline engine for social equity and crisis response. Under the leadership of Honourable Commissioner Princess Emem Ibanga and Pioneer Permanent Secretary Deaconess Eno Ime Akpan FCA, the Ministry aligns directly with structural social safety nets to protect vulnerable populations. From administering key ARISE Agenda intervention grants to supervising the Bulk Purchase and Life Enhancement Agencies, we are building a proactive, humane, and data-driven social system across all 31 Local Government Areas.

The Ministry Operates In Its Three Major Departments To Ensure Smooth Running
Finance & Accounts
Responsible for the rigorous fiscal management, allocation transparency, and budgeting of all state humanitarian resources. This department oversees the transparent distribution of financial palliatives , evaluates active budget performance metrics , and establishes robust auditing mechanisms to guarantee that youth grants , emergency relief funding , and senior citizen welfare assets reach their intended grassroots targets securely
Admin & Supplies
Managing the core structural operations, personnel development, and logistics networks of the Ministry
. This department coordinates the onboarding and deployment of specialized ministerial staff, drives administrative diplomacy across state MDAs, and directs the physical procurement, housing, and rapid deployment of life-saving relief materials to disaster zones during emergency interventions.
Planning Research and Statistics
The data-driven intelligence hub of the Ministry. This department leverages field research, strict data validation, and strategic analysis to build proactive, humane social protection systems. PRS maps community vulnerabilities across all 31 LGAs, appraises infrastructure projects like the ARISE Compassionate Homes , and targets resource gaps to maximize long-term development partnerships.

Built on a mandate of deep social inclusion, we establish permanent social safety nets for the state’s most vulnerable populations. This includes constructing and handing over hundreds of compassionate homes to families in need and managing direct welfare initiatives like the ARISE Elderly Initiative for our senior citizens.
